You have to use a repel for the shaking grass to start working, you can tell it's working cause the display of pokemon will stay up top. The Gym Leaders are the same as in the original Pokémon Red and Blue games. This town leads to Route 1 on the north and Route 21 on the south, although you need Surf to access it.
